It is located at the intersection of several highways, the Trans-Baikal Railway and the Zeya River, the largest waterway in the Amur basin.<\/p>\n\n\n\n<p class=\"centerlab-p\">Together with the Grad Institute for Territorial Planning, the CENTER Lab International Urban Laboratory was carrying out the development of the Conceptual Master Plan for the town of Svobodny in Amur Region.<\/p>\n\n\n\n<p class=\"centerlab-p\"><strong class=\"centerlab-strong\">Conceptual Plan Objectives:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Improving living conditions for people (improving the quality of life), increasing the availability of social services, and creating opportunities for people\u2019s self-realization,<\/li><li>Rational implementation of new investment projects, taking into account the priority sectors, vacant land plots and areas, logistics, social infrastructure in a single image of the town (zones, territories),<\/li><li>Improving the quality of the urban environment (the quality of capital construction, landscaping, revitalization and comprehensive development of territories, the preservation of natural landscapes and cultural heritage) and creating a harmonious image of urban areas,<\/li><li>Developing the measures for the environmental protection and careful treatment of nature,<\/li><li>Creating a basis for making decisions on the social, economic and spatial development of the town of Svobodny,<\/li><li>Compiling a list of key development projects for the town of Svobodny with justification of social and economic expediency.<\/li><\/ul>\n\n\n\n<p class=\"centerlab-p\">As a result of the research, the Master Plan creators compiled a long list and a short list of key projects that affected various areas of the town\u2019s life \u2013 from housing stock and recreation areas to manufacturing, ecology and transportation.<\/p>\n\n\n\n<p class=\"centerlab-p\">The Master Plan creators conducted a socio-economic and spatial analysis of the development level of the town of Svobodny and identified the most promising scenarios of its growth. They analyzed trends, traditions and potential of the macro-region.<\/p>\n\n\n\n<p class=\"centerlab-p\"><strong class=\"centerlab-strong\">M<strong class=\"centerlab-strong\">aster Plan Development Stages:<\/strong><\/strong><\/p>\n\n\n\n<div class=\"streamlined-block\" style=\"background:#fff\"><div class=\"streamlined-block__container\"><p class=\"streamlined-block__title \">Stage 1<\/p><div class=\"streamlined-block__content\">\n<ul class=\"wp-block-list\"><li>Development of the Vision for the long-term development of the town.<\/li><\/ul>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"streamlined-block\" style=\"background:#fff\"><div class=\"streamlined-block__container\"><p class=\"streamlined-block__title \">Stage 2<\/p><div class=\"streamlined-block__content\">\n<ul class=\"wp-block-list\"><li>Development of the Conceptual master plan (framework) for the town.<\/li><\/ul>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"streamlined-block\" style=\"background:#fff\"><div class=\"streamlined-block__container\"><p class=\"streamlined-block__title \">Stage 3<\/p><div class=\"streamlined-block__content\">\n<ul class=\"wp-block-list\"><li>Development of the Strategic master plan for the town.<\/li><\/ul>\n<\/div><\/div><\/div>\n\n\n\n<p class=\"centerlab-p\">The result of the project will be a Conceptual Master Plan, a comprehensive strategic planning document establishing the principles, priorities, objectives and expected results of the management of socio-economic and spatial development of the town.
